Paving Throughout Walnut Creek
Asphalt paving in Walnut Creek ranges from downtown parking lots to driveways on the slopes of Shell Ridge and Lime Ridge. The city was incorporated in 1914, the eighth city in Contra Costa County, and in 1974 voters approved a $6.7 million bond that bought about 1,800 acres of open space on the ridges around town. That open space is why so many neighborhoods back onto hillsides, and why so many driveways have to deal with runoff coming down from above.
Climate in practice
July averages a high of about 88 degrees, the record is 115, and clear winter mornings often bring frost. Summer heat dries and oxidizes asphalt; winter rain finds every crack. In Walnut Creek, the most cost-effective maintenance is crack sealing in late summer and a sealcoat every few years.
Rossmoor and HOA communities
Rossmoor, the 55-and-over community in Tice Valley, has about 9,800 residents in 6,676 homes spread across three cooperatives, 19 condominium developments and one single-family development on 1,800 acres. Many other neighborhoods have HOAs too. Association work means carports, shared lots, private drives and walkways maintained on a rotating schedule, with board approvals and resident notices built into the plan.
City permit rules
Any construction or staging in the public right-of-way requires a City encroachment permit, and every contractor and subcontractor needs a City business license. The City's permit rules set work hours of 7:00 a.m. to 6:00 p.m. on weekdays, typically limit lane closures to 9:00 a.m. to 3:00 p.m., require one day's notice before work starts, and make the permittee responsible for materials and workmanship for one year after acceptance. From Thanksgiving through New Year's Day, no lane, sidewalk or parking obstructions are allowed in the downtown core or on Ygnacio Valley Road.
Neighborhood by neighborhood
Northgate and the streets below Shell Ridge have some of the steepest driveways in town, and runoff from the open space above is a constant factor. Tice Valley and Rossmoor have a mix of private association roads, carports and shared lots. Older central neighborhoods near downtown, from the original Corners settlement outward, have smaller, flatter lots and older driveways that often need full replacement. Saranap, Castle Hill and Shell Ridge sit just outside city limits and fall under County rules. We note which situation applies at the estimate.
Downtown lots
Walnut Creek's creek runs underground through tunnels beneath downtown, and the core is dense with retail parking. Lot work there is scheduled around business hours and around the City's holiday moratorium.
